Teaser ....Limpopo has been declared technically bankrupt - R2 billion in the red. But how did a province with an annual budget of R43-billion manage to empty its coffers five months before its financial year end?
Earlier this year cabinet announced that the province had been spending beyond its means and had accumulated unauthorized expenditure of up to R2.7 billion.
One of the identified core financial problems was failure to stick to the legal requirements in the tender awarding process.
3rd Degree visits two towns in Limpopo where projects awarded to the politically well-connected were done so badly that they left communities worse off than they were before. Millions of rands lost forever.
