David McLean, an unsuspecting American tourist, arrives in Berlin to learn that his brother has been mysteriously murdered.
While police detective Ulrich Steiner investigates the case, David launches his own inquiry, becoming perilously trapped between the CIA, headed by Section Chief Jonathan Zanuck and the East German Secret Police known as STASI.
Everywhere David turns, he is pursued by people desperate to get their hands on a valuable computer disk that lists STASI agents and informers.
In the midst of the chaos, David becomes involved with a young German woman, Monica Engelmann, who will do whatever it takes to convince David to give her the disk.
In the lethal game of espionage, David risks his life to discover his brother's dark secret and stop the bloodshed.
